Enacted in July 2025, the One Big Beautiful Bill Act (OBBB) made significant changes in federal student loan programs as a part of the shifts in fiscal policy. While there are no changes to federal student loans for the 2025–26 academic year, changes resulting from the legislation are slated for July 1, 2026.

��ƽ�� is continuing to track all of these changes and plans to update this site as more clarification from the U.S. Department of Education is released. In the meantime, please note:

There are no changes to financial aid for the 2025–26 academic year, stemming from this legislation.
Students starting graduate school before July 1, 2026, may still be eligible for Graduate PLUS Loans under current rules. Specific guidance on this transition is expected but not yet available.

WHAT DOES IT COVER AND NOT COVER?

Eligible students will get a financial aid package that fully covers tuition through scholarships and grants.
��ƽ�� will take care of any tuition costs not covered by other sources, including federal, state, institutional or private aid like the Federal Pell Grant, the State of Illinois Monetary Award Program (MAP) Grant and others.
You may also qualify for additional financial aid (such as loans or work-study opportunities) to help with other costs like food and housing, books and personal expenses.
The ��ƽ�� Pledge does not cover extra costs like housing, campus/course fees, summer classes, study abroad, co-op, internships or other student expenses.
Students applying to the Chicago College of Performing Arts (CCPA) music performance and theatre performance programs are not eligible.

IS THE ROOSEVELT PLEDGE RENEWABLE?

The ��ƽ�� Pledge can be renewed for up to four years (or eight continuous semesters) for new freshman students, as long as you meet the following requirements:

Submit a FAFSA by March 15 each academic year.
You and your parents must remain Illinois residents.
Each year of your enrollment, your family's total yearly income and assets must remain at or below $50,000.
You need to be making Satisfactory Academic Progress (SAP) toward your degree.
You must enroll in at least 15 credit hours during Fall and Spring semesters.

If you have a personal or academic reason that requires summer classes or extending enrollment beyond four years, you may be able to petition for additional funding. However, appeals are only approved in highly exceptional cases.

Who should apply & am I eligible?

All degree-seeking students whether undergraduate, graduate or doctoral wishing to be considered for federal, state and institutional financial aid programs must complete the ��ƽ�� financial aid application process and meet the minimum requirements for financial aid eligibility. Although funding higher education is the primary responsibility of the family, over 90% of our students receive some form of financial aid to assist them in meeting those costs. It is always worth completing the Free Application for Federal Student Aid (FAFSA), as applying and discussing financing options with a ��ƽ�� Financial Aid Services counselor is free.

To be eligible to receive federal student aid, a student must:

Be fully admitted in a degree or eligible certificate program.
Be enrolled at least half-time for most aid programs.
Be registered for Selective Service, if male.
Not have been convicted of crimes involving the possession or distribution of drugs or currently be incarcerated.
Maintain Satisfactory Academic Progress (SAP) in their course of study. (link will open in a new tab)
Be a U.S. citizen or permanent resident.
Have a high school diploma or GED.
Not be in default on any prior student loans or owe an overpayment on any federal grant programs.
Not have exceeded annual or aggregate loan borrowing limits.
- If a student exceeds the aggregate loan limits, they will not be eligible for financial assistance until they remedy the overage with their lender and provide ��ƽ�� with an official letter from that agency.
Coursework must be applicable toward the degree he/she is seeking.
- For undergraduates (UG), only 17 hours of English Language Program (ELP) coursework may be considered applicable toward a degree.
- For graduates (GR), ELP coursework is not applicable toward a degree and not covered by financial aid.
- Graduate-level courses taken by undergraduates, and undergraduate-level courses taken by graduate students, are not acceptable for financial aid consideration unless approval is granted by the Office of Financial Aid Services.
Coursework taken after a student receives a degree or completes degree requirements is NOT eligible for financial aid.

Priority Deadlines

New students are encouraged to submit the FAFSA for financial aid as soon as possible after October 1 for the next academic year. New students will receive an estimated financial aid award as soon as the FAFSA has been received by the Office of Financial Aid Services.

Continuing students are encouraged to submit the FAFSA for financial aid as soon as possible after October 1 for the next academic year. Continuing students must complete all requirements — including verification — to receive an estimated financial aid award.

All students must satisfy all financial aid eligibility requirements to meet the financial clearance/payment deadline for each semester: fall/July 31, spring/December 15, summer/April 15. Students who wait to complete all requirements risk losing eligibility for federal programs, state grants, institutional awards and on-campus student employment. Your enrollment may be cancelled if financial clearance is not confirmed by the payment due date.

Cost of Attendance

Cost of Attendance or financial aid budget is the estimated cost of attending ��ƽ�� for a full academic year (two semesters: fall and spring terms), including estimated amounts for tuition, fees, books, supplies, room and board, plus a modest allowance for personal/miscellaneous expenses.

Direct Cost vs. Indirect Cost

Direct Costs would include tuition, fees, room and board expenses, if using institutional housing; or, in simple terms, items billed to you by ��ƽ��.

Indirect Costs would be other educational expenses such as off-campus housing, books, transportation and personal miscellaneous costs, which can be expected but are often out-of-pocket expenses.

If you indicated on your FAFSA that you will be living in the residence hall but decided not to live on campus, please notify Financial Aid Services as soon as possible, as this may affect your awards.

Expected Family Contribution

The Expected Family Contribution (EFC) is derived from an assessment formula that is applied uniformly to all aid applicants and considers the financial information provided on the Free Application for Federal Student Aid (FAFSA) as well as other documents filed with the Office of Financial Aid Services. It is not an indicator of the amount a family is expected to pay, but rather measures the overall financial strength of the family. The EFC is used to determine eligibility for federal and state grants.

Federal Direct Unsubsidized Loans

These loans are not based upon financial need and allow master's students to borrow up to $20,500 per year of study, minus the amount of any other financial aid. Interest accrues from the date of disbursement; however, this interest may be paid while enrolled in courses.

Direct Unsubsidized Loans

These loans allow credit-worthy graduate students to borrow up to their full-cost of attendance, minus the amount of any other financial aid. This loan is available to students who have exhausted the Federal Direct Unsubsidized Loan. Interest accrues from the date of disbursement.

Private Loans

Private Educational Loans are available from private lenders when federal and institutional funding does not fully cover the cost of attendance. Students are highly encouraged to consider all other funding options before using private loans.

Graduate Assistantships

Assistantships are awarded to both new and continuing students through a competitive-based review process. These research and career-related opportunities provide partial or full tuition grants, as well as an annual stipend. A supplemental application may be required in addition to admission materials.

Student Employment

Students who apply for and are granted a job through the Office of Career Development earn money while gaining professional experience.

Employer Tuition Reimbursement

Employer tuition reimbursement can be used to fund (or partially fund) a degree program. These benefits may also cover job-related professional development courses or even educational courses that may not be specifically job-related
